From the onset, Vincent M. Marconi did not have the interests of the California workers’ compensation system as a priority.
Marconi, of Seal Beach, participated in a scheme where he opened numerous temporary employment agencies throughout southern California – in some cases registering the businesses to deceased
persons.
The next step was to purchase workers’ compensation insurance. The number of employees was misrepresented, the amount of payroll was misrepresented, the employee classifications were misrepre-
sented and the prior history of workers’ compensation claims was misrepresented. It was bogus from the starting gate!
When the policy took effect, the claims began. Included were claims from more deceased people and from a smattering of completely ficticious names.
The insurer, State Compensation Insurance Fund (the largest W/C provider in California with more than 255,000 policyholders), filed a RICO (Racketeer Influenced and Corrupt Organizations) action.
The results? A $5.5 million civil judgement. And Marconi’s troubles are far from over. He was recently arrested in England and faces mail fraud charges filed by the U.S. Attorney’s Office in Los Angeles.
