A July 19, 1995, draft audit by the General Accounting Office leaves First American Health Care with a lot of explaining to do.

The Brunswick, Georgia, company is the largest provider of medical home health care for the elderly, so Medicare is billed in the great majority of handled cases.

The 19-month investigative audit found forged records, non-requested home visits and evidence of gift-giving in exchange for patient referrals.

Initial estimates of shortcomings are placed at $14 million.
