Metropolitan Toronto police know of at least 237 insurance claims and 57 staged accidents that have ties to a suspected insurance fraud ring. Many lawyers, doctors, body shops and individuals are implicated in the conspiracy.
Those doctors involved have a future date with the College of Physicians and Surgeons for further investigation; these doctors may eventually face disciplinary action that could lead to revocation of their licenses.
Ottawa police recently issued an arrest warrant for Cuong Khac Dhin of Toronto. Dhin faces charges of criminal negligence causing bodily harm, mischief, obstruction of police, fraud and conspiracy to commit fraud. The charges result from a 1994 accident in which an innocent woman suffered a punctured lung, several broken ribs and a fractured hip. In addition, the woman’s son suffered a dislocated jaw and an injured neck.
The accident occurred when the woman was backing out of her driveway and was hit by an oncoming car. Initially, the police thought the woman was at fault; however information surfaced that pointed to a staged automobile accident ring in which victims were targeted. The oncoming car, a rental vehicle, had five passengers—three of whom made bodily injury claims for which they collected (combined) over $50,000.
Editor’s Note: We have had reports from East Coast investigators that Vietnamese immigrants living in Eastern cities are being recruited to drive up to Toronto and participate in staged accidents. In some cases they use their own cars, and in others they use rental vehicles. We have also had reports that many of the Toronto accidents involve the Nigerian community as well.
