Thirteen people were indicted by a federal grand jury for operating bogus medical clinics to treat bogus injuries from bogus automobile accidents. At least 600 claims were filed with 53 insurers, totaling $450,000. Mastermind of the scam, Vladimir Shats of Aventura, Florida, hired doctors and lawyers to come to the clinics on Saturdays so they could “treat” and “represent” the accident victims. He also hired clinic employees who were trained to use a sophisticated computerized system to turn out fake medicals to support the reported injuries.
In order to increase profits, each clinic had its own bogus medical supply company to provide the victims with cervical collars, deepheat massagers and inflatable mattresses. The insurance companies were billed for these “necessary” treatment items.
Shats has pled guilty to racketeering, money laundering, mail fraud and conspiracy. He’ll be sentenced in April under federal sentencing guidelines. Philadelphia father and son, Mark and Alexander Zaydenberg, also have pled guilty to conspiracy charges and both will be sentenced in April. The Zaydenbergs ran United Medical Eastern Supply, a company that billed for at least $60,000 worth of goods never provided.
