Bobbi Jo Womack was just 18 when she died. The young woman, who had both physical and mental disabilities, was living with her father, Rick Vosburgh, and stepmother, Tonya Vosburgh. Fire, started with an accelerant, broke out at the family home, trapping and killing Womack. The only thing she had of any value was a $100,000 life insurance policy.
In a plea bargain, Rick Vosburgh pled guilty to filing a false insurance claim and was sentenced to 1 to 15 years in prison and a fine of $10,000. He also agreed to testify against his wife.
Tonya pled guilty to manslaughter and insurance fraud but maintained that she was mentally ill due to an organic brain injury. When she was sent to a psychiatric hospital for examination and observation, a doctor testified that Vosburgh was pretending. Vosburgh had asked to be released to the custody of her parents so she could obtain medical treatment. The judge ordered concurrent 1 to 15 year sentences for the two-second degree felonies to which Vosburgh pled guilty.
