Victor Cortez sold hundreds of auto insurance policies out of his Escondido, California, Auto America Insurance Agency (AAIA). But the buck stopped there – stuffed into Cortez’s pocket. Most of the customers learned about AAIA from advertisements placed in Spanish-language publications. Cortez, who never forwarded dollar one to any company, probably because he was not a licensed agent, was arrested following a joint investigation by the Department of Insurance Investigation Bureau and the San Diego District Attorney’s Office.
